The right candiate will be fluent in the following operating systems:

Linux
Linux System Administration
Windows
Windows System Administration
With some experience in other UNIX operating systems such as freeBSD

In addition, they will have an in-depth understanding of the following languages:

C
C++
PHP
HTML
Javascript
XML
MySQL
Good knowledge of how databases work
Good knowledge of scripting languages such as Bash

together with comprehensive knowledge of the following programming concepts:

Unix Programming
Windows Programming
Linux Device Driver Programming
Windows Device Driver Programming
Familiarity With Unix Kernel Programming
Multi-Threading
GUI Programming
Command line programming
Client/Server
Sockets

The ideal candiate will also poosess an excellent knowledge of networking:

All areas of TCP/IP
Routing
QoS
MPLS
Routing Equipment
General Networking Concepts
